Obscure one this, but a good opportunity to sing the praises of UltraMon, a Windows product that adds some very useful features if you’re using more than one screen.
One of the features is adding a taskbar—the bit at the bottom of the screen in Windows—to the second or third monitor, making it easier to organise your programs and stuff.
But it does go missing in action sometimes, and reinstalling the software won’t always solve the problem. Here, from the product’s own support page, is how to fix it.
Check you’ve enabled it in the system tray menu:
If it’s still not showing up, close UltraMon (UltraMon menu > Close)
Open regedit.exe, the registry editor
Find the registry key ‘HKEY_CURRENT_USER\Software\Realtime Soft\UltraMon\Smart Taskbar’ and delete it:
Close the Registry.
Restart UltraMon using the UltraMon icon in Start menu > Programs
The Smart Taskbar should now be visible.

tried this and still no task bar on second monitor
it works!
In case there are others like me who forgot the ultramon application runs a manager in the systray, expand your systray so it shows all icons, then right-click on the “ultramon” icon .. it looks like two monitors together. Then you can manage UltraMon.
BTW, the above fix helped me. I couldn’t see my minimized applications on my 2nd monitor in that monitor’s taskbar. When I enabled the Smart Taskbar, it was all set and worked. Thanks!

my “primary” taskbar was firstly shown above the “normal” windows taskbar afer installing never graphics driver.

Works fine ! I used your tip because the windows did minimize to the taskbar of the monitor they were.
So now it works left monitor’s windows minimize to left taskbar and right monitor’s windows minimize to right taskbar !
